Each year the City of Madison runs a Food Cart Review โ a juried scoring of the carts applying to vend in the downtown Mall/Concourse area (State Street Mall, the Capitol Concourse, and Library Mall). The scores decide which carts qualify for those sites and the order they pick their spots.
A ribbon shows a cart's rank in that review. Most carts here aren't ranked โ they vend in neighborhoods, at events, or elsewhere around town. No ribbon just means a cart wasn't part of that downtown review, not that it's any less worth a visit.
